The Clearfield City Hall & Justice Center serves the needs for the city government, police department and judicial branch of the government of Clearfield. The building also features a high security wing with a courtroom and five holding cells.

In this design-build project, Layton constructed a 2,000 ft2 evidence storage room, gun lockers and prisoner processing areas, including holding cells and a sally port.

With its striking, fin-shaped flares on both the exterior and interior of the building, the city hall and justice center is an elegant showpiece for the city and surrounding Davis County. The flaring facade is constructed with Glass Fiber Reinforced Concrete (GFRC) panels, imitating the look and feel of sandstone, attached to the steel structure.
