When Salt Lake County decided to expand the Steiner Aquatic Center, they contracted with Layton to transform the facility into a sports complex.
In addition to remodeling and expanding the existing pool facility, Layton constructed two full-size hockey rinks, aerobic exercise rooms, weight rooms, meeting areas and support facilities. The hockey rinks lie within a 170-foot clear span roof to assure a clear view for up to 2,000 spectators.

During the construction process, Layton did not interfere with the existing facility activities, allowing the county to earn revenue from patrons throughout the 13 months of construction.

The facility was used by Olympic athletes for practice and training during the 2002 Winter Olympic Games.
